Short Biography
Born May 18, 1970.

Master's degree in "Social and Economic Development in Africa", ISCTE, in 1996. Licence Degree in "Science for Development and Cooperation", Universidade Moderna, in 1993.

Currently developing research to conclude a Phd degree on "International Health" at the Portuguese Institute of Hygiene and Tropical Medicine (IHMT) of the Universidade Nova de Lisboa (UNL).

Postgraduate Diploma in Audit of National Defence, National Defence Institute of the Ministry of Defence, in 2005.

Worked from 1993 to 1996 as a Senior Technical Adviser at the Multilateral Directorate of the Institute of Portuguese Cooperation of the Portuguese Foreign Office.

Between 1993 and 2004 he was a Lecturer at the Universidade Moderna of Lisbon in the Degrees of Cooperation and Development Management and European Studies, lecturing subjects devoted to Development Cooperation and International Economics.

From 1996 to 2007, he worked in a Portuguese consulting company (Sociedade Nacional de Empreendimentos e Desenvolvimento Económico) dealing with Economic Development issues. He became Director and coordinated over 25 projects in all PALOP countries. Those projects were financed by the EC, UNDP, WB, AfDB, IDB, etc.

From 2005 until 2013, he was a Trainer at the National Institute of Administration (INA) in the Postgraduate Diploma in Cooperation and Development (DECODE), lecturing subjects related to the theme of good governance and international and national framework of development aid.

At INA, between 2005 and 2008, he was also the Project Manager of the pedagogical component of the technical assistance project of the European Commission and Portuguese Cooperation "Consolidation of Capacities of Public Administration”.

Since November 2007 he is Director for Cooperation of the Community of Portuguese Speaking Countries (CPLP), have developed proposals for the CPLP Strategic framework for development cooperation.

With almost three decades of work experience, he worked in several areas of the development system: at government level (at the Portuguese cooperation agency), at the private level (in a consulting company dealing with tendering processes across several multilateral organizations) and at an intergovernmental agency, the Community of Portuguese Speaking Countries. For almost 14 years he was also a lecturer on development cooperation themes.

In all these positions, he has always worked with sustainable development and human development themes handling all aspects of the respective project cycle. In those activities he used integrated and multisector approaches. He has identified and design from scratch sector strategies and project to attend complex demands.
